I would have 2 options – First one – create a simple site with one theme (like a standard, low-fat or smallish looking one) in the base site (any one of our competitors) and build the HTML/CSS layout directly on this site. Then I would also have the whole website built on the theme. I could not get it working, using WordPress as it is more setup like that – to build the code I had a bad experience so if I don’t write a good plugin how would I just stick my plugin on that site? In my opinion the best way to approach this would be to get the plugin that you build in development on the core site using the template above (so far there is not much overlap there) and write some other plugin to build the thing on the same site as my main WordPress site. That way I can pick the right method for creating the layout and the best plugin for my needs. I could get to a similar point as you, but it doesn’t really feel like a very ambitious project that requires great experience with the right tools and the right methods that I am able to choose. TTC has some great plugins available but the thing that I am planning for is trying to address the need for one more approach to the projects for a fast website: CSS and HTML/CSS/Javascript.
